Comparison and Assessment of Funding Schemes for the Development of New Activities and Investments in Environmental Technologies

FUNDETEC is a Specific Targeted Research Project (STREP) funded under the EU’s 6th Framework Programme for Research and Technological development. The research focuses on the financing of environmental technology development and commercialisation. Throughout 2007 SDRC took part in the research and is now playing a role in the dissemination and exploitation of results.

As the impact of climate change and other environmental degradation accelerates, the need to properly finance environmental technology development and commercialisation has never been more urgent. These global-scale environmental challenges can only be met through innovation by private and public investors and policy makers alike. In pursuit of this, FUNDETEC research goes beyond the usual private-public categorizations. While examining the effectiveness of European private sector instruments, the research identifies ways that public investment or other policy actions can leverage those instruments to address market failure or urgent societal need. FUNDETEC research also draws international comparisons with environmental financing practice in North America and Asia.

The methodology relied mainly on qualitative interview research with the three key target groups: private investors, public finance providers, and environmental technology developers.

The key objectives of the research were

  • Objective 1: Survey, analyse and measure the performance of environmental technology development financing instruments in EU states.
  • Objective 2: Analyse both successful and failed investments to identify obstacles and catalysts.
  • Objective 3: Compare EU private sector instruments and contexts to Asia and North America.
  • Objective 4: Identify innovation in private and public instruments and in policy and regulatory frameworks that can better support the development and deployment of environmental technologies.
  • Objective 5: Engage stakeholders in consultation, disseminate research results and maximise opportunities for exploitation.

SDRC’s research included:

  • completing a comprehensive review of literature on environmental technology development and financing;
  • undertaking and analyzing interviews with technology developers throughout Europe, Asia and North America;
  • developing a list of success criteria and barriers for the adoption of financing mechanisms for new technologies;
  • assessing the performance of existing financial instruments;
  • making recommendations on how existing schemes can evolve to better meet the needs of developers;
  • participating in the stakeholder consultation process;
  • hosting a workshop on FUNDETEC at the SDRC annual conference and,
  • contributing to the final report and dissemination.
